RepeatedKFold and RepeatedStratifiedKFold do not show correct __repr__ string

Verdict: the issue text repeats lines of the gold patch (Tier C).

The `__repr__` is not defined in the `_RepeatedSplit` class from which these cross-validation are inheriting.
